Its really great that you stay at home with your kids and that this is what you want to do...however its not ALL you want is it?
For instance just reading your post I can see you....
Want your fiance to handle the finances better
Want more money so your children can start ballet
Want to go on Steves workshop
Want to get your business idea off the ground - in whatever time frame
You say that you are the "abundant" mindset in your relationship, yet your post doesn't read like that..in fact I see a lot of Lack and Want peppered into it.
I am only taking the time to write this as I think you could turn it around very easily.
Someone who makes a decision such as staying at home with kids to the detriment of financial acumen even when their partner isn't doing as good job as they may - is someone with a solid belief system and that's more than a lot of people!
Anyway my advice to you is to tap into the abundant mindset (even though it isn't so evident in your post maybe its just sleeping!) and realise that BEING abundant means never having to choose one over the other. You CAN have a business that doesn't take up too much time and still have plenty of time with the kids. Maybe the kids will be off to school soon? If not what about evenings when they are off to bed....?

Personally I have a 7 year old and almost 1 year old and manage to keep myself financially abundant SOLO as well as homeschooling my 7 year old and spending lots and lots of time with my toddler.
Lack doesn't sit here crying about how $500 could only be spent on ballet - why only 1 spare $500...? Do yourself a favour, if you WANT to go on the course DO and make it your resolution to use the workshop to propel you forth to make many more 500bucks to send your kids to ballet, music, kung fu..whatever!
