I think so, for the most part at least. I think that people tend to gravitate towards others that are like them. So to use the party example that blossom used, I think that a rather introverted person won't try and make conversation with the extroverts. This natural gravitation towards people like oneself makes it easier to evaluate the success of the conversation. I think the chances of two introverts feeling nervous around each other are quite high.

Of course, people have to interact with others as well, not just their own "kind". I think that's a bit harder to measure - but overall, I think that if an introvert and extrovert had to interact, either the introvert would feel much more comfortable around the extrovert, or both parties would feel tense.

So basically, I agree with what you said - if we're in tune with the vibes, that's how it goes.
