It's a pretty general statement.
In some aspects yes, at a more practical level you'd need some consensus (simple example, you stop at red lights, etc)
However, at an individual level I don't think so. To keep the society running well you need someone who will bring about changes, thus not conform to the established rules all the time.
Then again if you don't conform in one aspect it doesn't mean you won't in others as well.
