You can definately just jump right in with no experience and fairly quickly have a page up if you wanted. Essentially, if you're able to use message boards with ease, you can use wordpress with ease as well. The only trouble you'll have with wordpress is learning what each of the links in your dashboard is for, and the more you use it, the more you'll see that.

And honestly, you could set up a free blog at wordpress.com (before you go buy webhosting) and play around with a blog first to get acquainted with it if you wanted.
