If you're interested in the design part of websites, rather than the coding (for which there are any number of useful sites) the best way is to find sites you like and try and figure out why you like them. Pay careful attention to colours, layout, use of font/images etc. But, be careful, the problem is that sometimes the nicest sites are not very effective. There are a number of tips that also form part of good effective web design.
I'll have a look and see if I can find the design blogs I used to follow. I was sure I had them bookmarked but can't seem to locat them.
