That might be your problem. I have given "hints" to guys that I'm interested etc, and they still don't take the bait and I know they are attracted to me. I hardly ever asked a guy out or offered my phone number, I usually wait for them to make a move.
I have a friend is very outgoing and she gets tons of dates. She is attractive but I think there are lots of other girls prettier than her. However, I think guys feel comfortable around her. But I think this is not very common. Maybe pick up a book on body language, you will be able to tell better if a girl is interested in you.
