I live in a very small northern community in Canada - and there is a huge interest in Reiki (very surprising!) - so I'm sure it wouldn't be hard at all to reach a "critical mass" for students in Tampa.
I would put up a poster asking people who are interested in taking a class with this particular teacher to get in contact with you. Put them up in yoga studios, wellness centers and alternative book stores around town. I'm sure you will get at least 6! Good luck!
