There is a verse in the Bible spoken by Jesus:

"It is impossible but that offences will come: but woe unto him through whom they come!"

It is understandable that:

1. Without suffering, no one would have a need for peace. Suffering is the affliction for which peace is the cure; without the affliction, there is no need for the cure.
2. You cannot prevent suffering from coming, but it need not come through you.
3. There is already suffering and people who are suffering - it is the ones who are suffering who need the peace you want to impart and not the people who already have peace.

If a person is not suffering and has not suffered, due to that fact, they may not take your guidance. After they have suffered, however, they might reach a point where they will want peace and be open to receiving your guidance to avoid further suffering.
