Actually I did notice this... and looked into it.

It has to do with the make up of the eye and that there are more light receptors at the outer edges than towards the center... (where inversely, we have more colour receptors instead) which means looking at a faint star will cause it to dim but looking just left or right of that same star and it will get much brighter.
