I've dealt with at least half a dozen web hosts in the past few years, and hands-down the Rackspace Cloud (formerly Mosso) is my number one favorite host of all time. The control panel is schnazzy, their default tech setup works great for programming but allows a good amount of customization, their tech support kicks ass, and it's really fast.
The only problem is that they don't do your typical shared hosting, so it's going to cost you $100/mo to start. It's great if you're a reseller, or a programmer who needs to find solid webhosting for your clients. Or if you have $100 to spend on web hosting to use as a sandbox.
Hosts I've used in the past: PowWeb (which I refer to as PowFAIL cuz they SUCK), iPower (ditto), Dreamhost (not bad, but still not my favorite; it's what I currently use for my personal site), LivingDot, BlueHost, Intermedia (no complaints on either of those three), and several local web hosting companies (only one of which made the grade).
