The Q is a collective of omnipotent* beings, mainly represented by actor John DeLancie, who meddle in human affairs, for reasons I won't bore you with (especially since I'm not remotely as well-versed in the lore as others)

*at least that's what they want you to believe

As for genies? In the usual stories, you are limited to 3 wishes, but even if the limit were objectively true, workarounds are no trouble at all. Here's my solution:
  • Wish for an unlimited supply of wishes
  • If the genie claims he cannot grant that, then wish for all the powers of a genie with none of the restrictions
  • If he denies that as well, then he's clearly lying or not a real genie, and thus deserving of no further attention
Speaking of which, would Barbara Eden's "Jeannie" qualify as a "Sim Sala Bimbo"?
