@Icerain, if you expect something (a bond with your sister in this case) you're headed for disillusionment. People don't like to meet others' expectations, it feels often like demands.
Offer your love and care to her. If she reciprocates, fine. If she doesn't, fine too. Her choice. The more you push, the more she will withdraw.
