It sounds like you have plenty of ideas bubbling up and have a cork in the form of a technology skill gap. All the suggestions posed so far are good ones though I would reccommend starting with something like wordpress (I think somebody already provided a link).
This person's suggestion of starting with a blog on a free wordpress domain was a good one. You can be up and running in minutes and it will allow you to get down to creating content. When you feel you are ready to expand as suggested, you can then consider registering a domain and doing a new site design.
