public domain: the compositions, not the recordings. i believe in the US, its anything done prior to 1924.

The bbc experimented with some free classical downloads - beetoven symphonies, but I have not heard about any other.
classic music can use some help these days, so skip the big mac meal and buy a cd ( i line i got from neocameretta - a great neo-classical group.
