Tarot cards are symbols. It's up to the psychic/clairvoyant to interpret what they mean. Some interpret them wrong and some interpret them right.
The really good psychics won't use tarot cards. It's far easier to just hear, see, know or feel the information rather than trying to make the cards fit the situation.
