I think it is possible to attract a specific person.

The thing is, some people are just not meant to be in your life, so you might attract them temporarily, but if they are not suited to be with you in the long run.It will manifest quickly and you will have attracted someone that is not for you and has wasted your precious time , time that you spent on LOA to attract her/him while you could have attracted someone or something more beneficial.
I think you can magnetize people to you, but as Dani said, you have to make yourself palatable to your particular target, plus, IMHO, you should have good intention towards them. Sometimes people are shy and they stay away for you for the wrong reasons, some other time, it is a blessing that these people are not attracted to you.
