I don't know if you can attract a specific person. The Abraham teachings always stress to ask yourself what you want and why you want it so that the essence of your desire is emitted.

I think focusing on a specific person is against the flow of life. Persons are constantly entering your life experience and leaving it. There is a constant in/out stream of people. The Law of Attraction makes that the people who enter your life experience match your vibration.

So the best thing you can do is make a list of traits that you like about this particular person and why you like them. Then the Law of Attraction will bring more people into your live who match this desired profile.
