I honestly don't know.
Possibly it is a "rule" created by a deity of some sort.
Possibly it is simply inherent in the singular nature of the macrocosm and the interconnectedness of all things.
Possibly it is an evolutionary adaptation.
Possibly we live in a simulation of some sort and the LOA is like "superpower" that you get from finding that elusive blue feather.
