If the technology is your only problem, then you are in fanstastic shape! It's usually the other stuff that causes the biggest problems (the motivation, the know-how, the content, etc.)
The first step would be to get really clear about what kind of website you want to build. Do you want a content driven sites like steves, or a simple e-commerce store, or what?

WordPress.com » Get a Free Blog Here Their step by step process will have you up and writing your own blog in no time, and you'll get familiar with their system. More importantly, once you're comfortable with the process and have built up an audience, it is not hard to migrate from wordpress.com to you own domain name and original site design.
