Blue is the throat chakra color and is involved with expression and communication. If I saw blue in a stagnant heart chakra I would assume the person is frustrated because they are unable to connect with others or are frustrated in their ability to tap into their own heart (connection with self).
If I saw blue in a healthy, spinning, clear heart chakra, it would mean the person is out there very expressing compassion, connection, and love.
