Those little icons you see on everybody sites that are all the same size and look similar that let you submit to all the different social sites
(i think) are up for grabs in terms of copying. I seem to see the same icons on almost every blog, forum or news site I visit, so I think your ok to copy them to your own site. Correct me if I'm wrong.
The submit link for those sites are just a generic URL that you tag extra info on the end too. For example....diggs...

EDIT after reading your post again. As for generating the links.....easy to do in something like PHP but I'm not sure in javascript or others. Sorry if was off topic above.
