True, but if we can have a good structure then you could just have ok leaders who can make it work. I've seen toastmasters club do nicely with just "ok leaders" because the structure there lends itself to that.

That's more about being of service. The Personal Development club would be more about helping members develop themselves personally. The helping of other people in the ways you mentioned - well there's a bunch of civic clubs already out there (at least in the U.S, I don't know about other countries) for that
