As for the host, he has a business account that lets him host lots of websites for a fixed price. Since he does the design and ongoing development for a number of clients, he has about 20 on the same account.
There are real cheap hosts you can get, just beware some aren't as reliable as others and not all have the same customer service levels. Peter went through several hosts that all let him down in some way or another - eg websites going down for 48 hours with no contact or explanation from the host!
