If someone says that,
they are not agnostic. They are an atheist. An agnostic would
never say that there is no God! They would more likely reply "We can't know if there is a God or not." They would say "you make a very convincing argument that there is a God, and I can see your logic. I respect it. But I've also heard very logical arguments which show the evidence to the contrary, which I also respect. And my little ol' human mind just can't know which argument is right. It's beyond our capabilities as humans to know for certain."
