Because you aren't perfect (nobody is) and unconditional love is not an easy thing to achieve.

We got socially conditioned, from a very young age, to judge others. This boy is nice and that boy is a naughty. This guy talks too much, and that fellow is so stupid that nobody wants to go near him.

That's how we are trained to treat others (which is bad in itself). So our subconcious learns that we should treat ourselves in the same way. After all, if we're so sure that judging others is the way to go, then not judging ourselves would be hypocritical, wouldn't it?

Because "circumstances" are irelevant. It all depends on your state-of-mind.

Just like no person is perfect, no "circumstances" can be prefect. So again, it all depends on whether you judge the life you get by its flaws, or accept it unconditionally for what it is.
