You've edited. As I recall, Mr. Harris was speculating about Muslim extremists who planned terrorist activities. Their belief that they would be rewarded in the afterlife for the murder of non-believers made them people who "there's no talking to." He didn't say, "they should be killed." He said there may be an ethical case for taking them out before they're able to commit murder. He went on to say that if that happened, it's possible that there would be retribution, counter-retribution, and eventual annihilation. Obviously, he's not advocating eventual annihilation.
