I've heard of a school in England that reminds me of Hogwart's actually. The name is escaping my brain at the moment. But I would love to go there and train. They have classes in mediumship, psychometry, divination, astrology, the whole nine yards. You have to qualify in order to get in.

Psychics can be licensed, but that is only a background criminal check. As far as I am aware there is no organization that certifies psychics. Well wait, I think you can get a degree in metaphysics and things like that, but I don't know about psychics.
