Since I had to look up what was meant by the African Episcopal Dilemma, the most useful article I came across is from the New York Times

There is a huge dissonance between the AIDS crisis as a result of
lack of sexual health awareness /
education and enraged African clergymen who are against homosexuality and splitting away from the US Episcopal church.
