I had brown eyes when I was first born and now I have green eyes which change to green-blue. They turn really green when I'm mad and just a general bright colour when I'm happy.

But back to manifesting eye colours, I'd say you can. Just do it in small bits, like manifest more green in your eyes and then change it to blue slowly. I don't know exactly how you'd do that, but there is a topic somewhere on here about changing your physical body so I'd look there and also do some google searches on it
