Oh yes, the single root thing is just the way they designed it. It should be possible for them to make it have more than one root. Unfortunately it hasn't been updated in a while. The latest version is from 2004 and they may have ceased development. Still a great program though.
The reason I thought you were talking about the text area is that the text area has some outline limitations as well. For instance you can't do this:
1) ...
*) ....
*) ....
2) ....
It starts off at 1 again instead of continuing with 2.
