Arrogance is putting up a confident front, and it's a manifestation of low confidence issues.
Honestly it seems like you believe that you should act confident because other people have set the expectation/intention for you to be confident.
You asked how to be confident. Don't worry about the how for the time being, get clear on the what. What exactly is confidence to you? The clearer you get on that the easier it is to see what areas of confidence you'd like to develop.
