If you don't normally connect with everyone you meet like this, then the two of you were likely supposed to meet, if you believe in something like that. It's just one of those things.

I see four immediate possibilities:
A) He's stalking you.
B) You are being supremely paranoid and are creating the synchronicities through your recurrent thoughts.
C) It's just random, meaningless coincidences. I don't believe there are coincidences, but this might be a possibility in your reality.
D) Your spirit guides are trying to get the two of you to meet for some reason. Don't be shy. There is nothing to fear, is there? Go talk to him.
A seems extremely unlikely. B seems very unlikely. C seems fairly unlikely.
Talk to him!
