That's judgement, Gregorz, as opposed to evaluation.
"He (or his actions) are wrong (and so he
shouldn't be or do that)" -- that's judgement ("you should/must change")
"His actions don't work for me (and now
I am presented with a choice) -- that's evaluation. ("I choose change.")
