The fact that you've got such clear goals of what you want to achieve and when helps tremendously to start with. Secondly, first you need to know how you can chop down those ultimate goals into smaller stages. For getting a PhD, it's about how many classes you plan on taking per year. For becoming a writer, you're already writing a blog of your own, so set clear goals of how many posts or words you will write during a given period of time. For becoming a film director, read and educate yourself on what kind of a path towards it is reasonable and how it can be chopped up to smaller sub-goals. As for getting a family, it's also stage by stage. Evaluate where you are today, what is required to reach the final goal, what the stages of each area are and how much time and effort they take. Make the plan reasonable and see through it.

It's simply about setting aside a certain amount of hours every week for engaging in getting closer to these goals.
