I also think Photoreading is more facts-oriented approach. Although scanning the text for titles, bullet lists and highlighted (printed in bold) text is just the very first step of the reading process according to it. So I presume there are some more techniques for the actual reading, which would cover the rest of the text.
Author of Photoreading claims it would be helpful for any kind of reading - including fiction, so I guess we'll just have to wait for some more reviews before making a decision.
For the moment, I'm trying to get better with speed reading - and since it's claimed to be a part of Photoreading, I think I'm making progress in the right direction in any case
