Where do you live? If you are in Japan then try the 100 yen stores. They have tons of translated fairy tales in picture book form that are ideal for beginners. They use katakana and hiragana as well as simple kanji but the kanji also have the hiragana characters replicating the sound (but not meaning) of the kanji. The amount of kanji is perfect, plus they are in context.
I don't know where you can get them outside Japan though...
