I think I have your good idea, but you have to live in some capital.
Parlaments are open for common people. Live-Parlament-Transmittals have an audience of a few thousands on TV.
If you have a camera go to a Parlament sitting. Each speach of on of the politicians is around five minutes.
Lets say you get 2000 viewers for each speach and you get six speaches for each working hour. That nets you
30$ per hour.
You could have a blog that stores all those links to they speaches.
If someone wanted to see all the speaches that their congresman held you could serve them those.
In addition you can do viral marketing on political blogs. If the blogger writes about something the politician said you post your link in the comments.
If you film each parlament sitting you could even gets those blogger to link to you on default.
If those rates on metacafe stay the way the are at the moment that makes a pretty good business.
