Even as much as you love him, and even as much as you feel you are meant to be together, I don't think it's going to work.
A year is a long time, much can happen in a year. Either one of you could change in ways unthought of, one of you might find someone else, move to a different country or even have a complete change in your outlook on life. I'm not saying it's the wrong thing to do, but do you want to waste a year of your life to wait for a maybe from someone who is that resistant? Few people would, no matter how strong the connection.
The best advice is to do what you know is best, and what you know will give you the greatest outcome.
