Only if that's what you need to do. If you only want one kind of relationship with her, then you have no choice.
On the other hand, you could carry on as you have and drop the expectations. It's obvious that although she cares about you, she is
not at all ready to advance this relationship. You are at different points in this and want different things from each other. This happens a lot.
