Yes when you are both out of body you can pretty easily have interaction and communication. The hard part is getting both people out of body at the same time. That communication, however, will be in the form of thoughts and feelings. It's not like using your mouth and vocal cords to have a regular conversation. So it can be hard to interpret the information going back and forth. You would probably need to practice with a single person for months or maybe years to be able to fully communicate in an out of body state.
