The reticular activating system is ONE way that the LOA operates. It is only ONE out of the numerous ways that the LOA might operate.
Obviously, if your intention is X, and the opportunity to fulfill X already exists in your environment, then a simple way for you to fulfill the intention is for your senses to notice the existence of the opportunity.
However, if you apply and practise the LOA more, you will realise that the RAS is inadequate to explain many other manifestations. For example, those that arrive with such brute force and bluntness into your reality that it's impossible not to notice them.
