Do you mean: are men more prone to break promises than women are? The answer is no. People break promises. I don't think there's any adult on the planet who has never broken a promise, so I guess you can say that all people, and therefore all men, are inclined to cheat.
Or you could say, people are inclined to make promises that they have every intention of keeping, and then sometimes something happens and they break that promise. What are you gonna do?
