That he's aware of. It doesn't mean the other 60% of the time LoA didn't work. It works 100% of the time if properly used.
As an example, about 8 months ago I sat in a room with a few friends and we played a version of "The Prosperity Game" and we each spent a ficticious $1000 in cash one day, and then $2000 in cash the next day and then $4000 the next day.
We wrote down exactly what stuff we were spending our money on during that time, and I spent my "fake" money on stuff I normally wouldn't buy but since it's "fake" money I figured "Ah, what the hell...". Anyway, I totally forgot I even did that until yesterday. Yesterday I looked at my sheets and I have everything on the list of things I wrote down, and not only that but everything I wrote down was purchased with money that didn't come from my regular sources of income. It all came from "extra" money I received as gifts, etc.
Until yesterday, I wasn't even aware I manifested those things because I totally forgot about them as they weren't really urgent strong intentions I needed or anything, I was just spending "fake" money for fun as part of this game.
