This means 9 out of 10 fail. No matter how many years they practice I-M, no matter how positive they are or how hard they believe in their intention.
Which is exactly how it would work in win and lose universe. But if you believe in a universe where everyone wins, that sort of logic breaks down, mainly because the first thought is "If only one person wins then how can everyone win?". Simple, there is no win or lose, things just happen.

As for IM and success and specific results, if you imagine it like playing darts. As you first start you are completely unsure on how to do it, so you throw a test throw and see what happens. Now intentions have many variables, how easy it is to manifest, how big/small it is and how general. Now if you imagine these applying to a dartboard, the more general the intention the bigger the board, the easier the intention, the closer the board, and the bigger the intention the smaller the bullseye. As you get better at IM then you are more able to hit the mark, as well as create intentions that make them easy to hit.

If you have a very specific intention, like winning a specific lottery, and you aren't tremendously skilled, then it's pretty much luck. You are throwing a great distance at a very small board, and will probably miss. You will miss the board so completely that there will be no outcome.

Now if you have a more general intention, then the board is a bit bigger, the target easier it is to hit, and the more chance it can come true. And even if you don't hit the bullseye, you will get a smaller return in the same general intention.

Make the general intention too general, and the board is huge. Almost any throw will hit, but the hit will be hard to see against the board. The generalness of the intention makes any specific result that can be tied to it hard to match. But every throw you do with the intention will manifest as something to do with the intention, ie: hit the board. You probably just won't notice.

Lastly, if you make the intention too big, you might still hit the board, but the bullseye is so small then you won't get the huge result you were after, but you will probably get another result in that same direction. Things like this are "World Peace.", which might manifest as two people around you making up after a long running argument. Small, but in the general area of the intention.

Intention Manifestation is a skill that has to be developed, and you do that through using it. The other half is knowing what you have the ability or not to manifest, what would be a challenge and always developing yourself in it. Developing it includes things like reducing fear and doubt, raising awareness and connecting with the world.

As for my success personally, it's about 40%. And they are just the intentions that manifest as a bulleye, getting the exact manifestation. The number of synchronicities from holding general intentions like Fairness, Joy and Peace, is uncountable. I experience them every day.

Oh, and the best intention so far - "I'm going to enjoy this summer. It will be hot and I will enjoy it." So far it's been REALLY hot, and I'm *really* enjoying it. (Sometimes I think I'm the only one not complaining about it)
