Yes, this is a learnable skill. However, most people don't have a belief structure that supports such learning, so that sabotages their results... not to mention their will.
Too much doubt hampers the process of learning any new skill. For example, if you learn to drive a car, you must at least believe it's possible for you to drive. The same is true for learning psychic skills.
