We all have psychic abilities just like we have physical muscles, but not everyone builds them up to giant proportions.
Communicating with deceased relatives, or being a medium, appears to be a skill that not everyone has, according to many experts. I'm not sure that can be learned, but psychic skills, communicating with your guides and higher self, definitely.
