We are all born with psychic abilities, but most of us lose them as we grow up in a system which does not account for senses besides the 5 we know of. Many people who are very gifted have either stayed that way since childhood, or had some sort of experience, like an OBE that has awakened their psychic abilities. Most of those people still have to do some psychic development.
Then there are the people who don't consider themselves particularly psychic but make an effort to do some psychic development and find they have a strong gift they didn't know they had. I consider my psychic awareness to be learned.
It's a matter of motivation and purpose as well - those who come into this life with a really strong desire to work with the psychic realm are going to focus on developing their gifts and become good at it as a result.
