It's created with a technique called Rotoscoping I think. They actually filmed everything in real life and then animated on top of it. I think Washington Mutual or somebody has used it in a few commercials as well.
Wikipedia actually has a nice page on the movie from what I remember. I really liked this film too. It's one of my favorites. I'm happy you brought it up!
