Bruce, this is definitely a bug and it looks like the Twitter folks are working on it. Here's the official explanation (found

Each page contains 20 updates. You will only see an "older" button when the older page contains the full 20 updates. If a page has less than 20 updates, an older button will not be visible and you'll have to wait until you've filled it with 20 updates.

So once you get past 40 updates, the second page should show up for you. Hopefully it'll all be sorted out soon.
