Exactly, I had so much trouble with this at first because I kept wondering who I was apologizing to... but after researching and learning more about ho'oponopono I learned that it was to my higher-self, for sort of letting things get out of control. I think that the "I love you" part of it is extremely important because it allows the forgiveness.
